Because a capable emperor could curtail the power of the nobility a weak emperor is elected who Tengu is. The UC is a very loose confederation of cities (duh!) whose ruling class (nobles) elect one of their own to be the figurehead of the entire polity. For that there would have to be a Shogun equivalent which doesn't exist. Probably based on the Japanese shoguns who had near absolute authority in their own territories and kept the Emperor around for ceremonial purposes. The UC are an elective monarchy so that is a given. I believe it's the other way around - dialogue/books in the game tell us Tengu is basically a useful idiot, and is in power solely at the discretion of the noble families. The whole region can be considered "formally associated" but de facto independent in their conduct. If the emperor tried to collect any form of tax or tribute (if he could ever manage to do it) then the nobles could easily ignore it. If the Northern UC nobles don't send any support if they are attacked then they wouldn't be worse off than otherwise. While the UC cannot be trusted to come to your aid in times of crises (Bast comes to mind) by joining the UC you gain access to the upper echelons of the confederation and the Trade Guild which controls much of the commerce in Kenshi.Īs for disadvantages, there aren't any. They don't seem to pay taxes and can do whatever they want including hunting people. The UC is an extremely decentralised polity and the emperor is largely on equal grounds to nobles. Their obligations to the Emperor are minimal and the benefits are tangible. The question is if the nobles who control the area have anything to gain from independence.
